Diplomatic Corps Change

Effective immediately, SB109 is going back to having all Starfleet high-ranking diplomats and all consuls, ambassadors and representatives of other star systems as purple rank tabs. Assistants and aides, or those who act mainly in their capacity of advisors from other departments will still wear gray, command, science or whatever color they have had in the past. We got away from the purple a while back for some unknown reason, but it makes sense to have diplomats highly visible and recognizable.
